In its work, HPSA focuses on practical implementation, close collaboration with its clients, and using a multi-disciplinary approach to project development. HPSA emphasizes ‘partnership’ in working with its clients, to make best use of their personnel, to share skills and information openly and to build local capacity. It has found that successful projects depend on close attention to the process that is followed in their development, and in particular to the strong and effective involvement of those who will implement projects and be affected by them.
